
Howard L. Schauer
Treasurer
Howard L. Schauer hails from Channing Texas. Currently serving as a Department of Navy Civilian at
Naval Air Station Corpus Christi with the Public Works Department as a technical scope writer. In
September 2017, after 35 years of service he retired from the Army where he obtained the rank of
Colonel. During his 35 years of service, he served in various leadership positions from Company to
Division where he was able to hone his skills in facilities maintenance, management, project
management, planning, programming, and budgeting for military construction projects.
Between 2003, and 2016, he completed three combat tours to Afghanistan equaling 42 months of boots
on the ground in country. In his first tour, he worked with U.S. Army Corps of Engineers to oversee
facilities operations and maintenance contracts supporting Base Support Operations for the Afghan
Security Forces more than $10 Million USD. Additionally, assigned to an action group and responsible
for the Planning, Programming, Budgeting and Execution (PPBE) of over $53 Million USD in construction
projects to support new infrastructure requirements for Afghan Security Forces, U.S., and Coalition
Forces. Construction included water wells, potable water treatment plants, wastewater treatment
plants, barracks, dining halls, 30-megawatt diesel power plant, roads, canals, diversion dams, and many
other structures to support security forces and to protect Afghan villages from mudslides, earthquakes,
and damage to watersheds.
In 2008, his leadership skills were clearly defined in working with the U. S. State Department, U. S. Aid
for International Development, U. S. Department of Agriculture, Ministry of Agriculture Irrigation and
Livestock, 17 U.S. National Guard States, 12 Land Grant Universities and many Non-governmental
organizations and foreign countries to undertake the Afghanistan Agricultural Development Team
Mission. As the ADT Program Manager, I was responsible for manning, equipping, and training of States
National Guard personnel to deploy to Afghanistan to assist Afghan farmers to increase crop and
livestock productivity to reduce food insecurity. Over the course of the four-year ADT mission, 3,225
military personnel and 30 civilians deployed to Afghanistan in support of the North Atlantic Treaty
Organization (NATO) mission.
The 2016 deployment to Kandahar Airfield brought even greater leadership challenges. In short,
insurgents eliminated our ability to supply fuel to a location with vital strategic interests to the NATO
mission in Afghanistan. As the Deputy Chief of Staff for Support, he was responsible to find a contracted
solution to meet the fuel requirements. The final solution was working with NATO Support and
Procurement Agency, to obtain civilian airlift assets to meet the defined fuel requirements on an opened
contract issued in $1 Million USD delivery orders.His education includes a Bachelor of Sciences degree in Human Resource Management from Southern Nazarene University; a Master of Business Administration with Special Emphasis in Project Management from Grantham University; Command and General Staff College; Army Engineer Basic and Advanced
Course.
His awards and decorations include the Afghanistan Campaign with 3 Campaign Stars, Bronze Star
Medal (2nd Award), Legion of Merit Medal, Defense Meritorious Service Medal, Danish Home Guard
Meritorious Service Medal Army Commendation Medal, Army Achievement Medal, and the Combat
Action Badge.
His professional memberships, boards and or committees include the Salvation Army Advisory Board of
Directors (Center of Hope ($6.8 Million) Construction Advisor), Veterans of Foreign Wars (Life Member)
Post 8932 Quartermaster, United Service Organization (USO) South Texas Advisory Board Member, City

Association of the United States Army (Sustaining Member), Army Historical Association (Sustaining
Member), Military Officers of America (Sustaining Member) National Guard Association of the United
States / Texas (Life Member), International Facility Management Association (Sustaining Member).
Mr. Schauer is an avid Arkansas Razorback fan. Additionally, the Texas Association of Sports Officials
credential him to officiate football from Pee Wee through Semi-Pro. Mr. Schauer has two grown daughters Sierra of Phoenix, Arizona and Alexandria of Oklahoma City,
Oklahoma. One granddaughter Elise Marie.
